Abstract

People living on the streets, provoke different reactions from the population and governments, can be presented from “humanitarian” visions that seek their attention through institutionalization, to annoyance, contempt and repulsion, and demand their disappearance, since they see them as the origin of many more serious problems. However, little is disputed whether they have the right to be there and make use of public spaces, that is, if they have the right to the city. To carry out this work, government actions are reviewed, in Guadalajara, for the recovery of public spaces that are directly or indirectly oriented to these people, as a background, some historical events of the city are briefly explored, ranging from its foundation to the 20th century. XVIII, but special attention is paid to some interesting cases in the XIX, XX and XXI centuries.
