The State's negligence regarding the adequate and effective care of its citizens reveals the multiple ways in which social risks can be amplified or mitigated. A public policy designed without sufficient empirical data, conceptual clarity, or methodological rigor increases risks; doing the opposite decreases them. Making political decisions without academic backing carries a high probability of exacerbating social risks. Current social conditions require agile and permanent information mechanisms among the government, civil society, and academia. Otherwise, we will be taking actions, each with our own biases, affinities, and aversions; this is how a society with high social risks is built.
